Besides requiring a substantial addition, the original city hall was in need of restoration and modernization. The new addition, taking the remainder of an entire city block, was kept low to preserve the old terracotta gothic tower’s dominant position. From the atrium in the center of the block the original tower is visible, and opposite it is the massive circle of the council chamber.
